pensions, in order to make provision for our old age. The Chinese attain the same end by bringing up large families, which though they demand a heavy present expenditure, are a sure support for their declining years. They therefore need money when they are young, not when they are old.
(15) This is a new appointment sanctioned provisionally this year in GR1178/1922/32(III). The post should really be held by a pupil teacher; but none of the boys in the District Schools are sufficiently advanced to be pupil teachers.
(16) Mr. Li Ch'ak-man. His salary is increased from $201 to $240, and he also has the hope of earning a maximum grant for Efficiency of $60. On the other hand, I have already increased his duties, and intend to increase them further. He is already on the Temporary Establishment.
(17) Mr. Ch'an Chiu-lai's salary is largely increased from $460.38 with a maximum Examination grant of $72, to $720 with a maximum efficiency grant of $120. But he is badly underpaid at present, he did indeed resign and only withdrew his resignation at my request. He will go on the Temporary Establishment.
(18) Mr. Lau Tsun-kwei has had over 20 years service and cannot afford now to forego his pension. I have recommended him for an increase which is only equivalent to the grant for House Rent withdrawn. He will however also be entitled to earn a maximum Efficiency grant of $120.
(19) Mr. Ch'an Tak-Chiu. His case is exactly the same as that of (15) above.
